Mr. Oppedahl:

Audrey Mckenney asked that I provide a brief response to your email message
sent on November 7, 2001.  Qwest has worked diligently to accommodate the
needs of Ruby Ranch Coop.  We continue to do so.  Concerning your request
for an interim interconnection agreement, Qwest only asks that you follow
the standard process which is to negotiate an agreement to completion or
arbitrate open issues and then sign an agreement in accordance with the
results of the arbitration decision.
