How long does Qwest take to connect new lines?

Qwest has a document defining "standard intervals" for its installations. For unbundled distribution subloops (which we use for SDSL) Qwest's standard interval is two business days. For shared distribution subloops (which we use for ADSL) Qwest's standard interval is five business days.

Thus if we order a shared distribution subloop on a particular day of a week, the soonest Qwest is obligated to do the work is the same day the following week.

An order must be in the IMA system by 6PM or we lose another day in installation.

Our experience is that Qwest waits until the last possible day to actually do the work. That is, even though it is often well within Qwest's ability to do many of our installations early, this does not happen.
