You raised the question whether our Coop is really a corporation. Please see our incorporation certificate at http://www.rric.net/sos.htm . You declined my suggestion of talking to your insurance people and adding a $1M rider, the premium of which our Coop would pay. That is a great disappointment to me. Today for the first time you mentioned two insurance companies, Farmer's Insurance and Liberty Mutual, which you say have written insurance for some of your interconnected CLECs. You were under the impression that Qwest had offered these two names to me earlier, but that is not so. You communicated that the $1M insurance requirement continues to be non-negotiable for Qwest. I asked that we please, today, sign an interim agreement based on the last Qwest interconnect offer, with language that leaves for arbitration the small number of issues that remain (the issues listed in our arbitration petition, which you can see at http://www.rric.net/Oct24%20Arb.htm ). We, the Coop, will redouble our efforts to try to obtain the insurance certificate which Qwest requires as a condition of installing service.
