Time line following March 1, 2002
Event: PUC order March 1, 2002. What we do next: barring some big surprise, we and Qwest sign the agreement ordered by the PUC. I might travel in person to Denver to sign it and to watch Qwest sign it, so that we know it's binding. I do not want us to sign it, send it to Qwest, and then have them sit on it and not sign it.
Event: agreement is signed. While at the signing party, I hand over our New Customer Questionnaire, our Collocation Request Form, our Field Connection Point Request Form, our Implementation Schedule, as well as our check for the Quote Preparation Fee. I submit our request for a digital certificate. I find out who our Service Manager is. The signed agreement must be filed with the PUC, and we need PUC approval of the agreement to proceed. Since the agreement will have been mandated by the PUC, approval should be instant. Maybe we file it with a request for expedited PUC approval. Our Implementation Manager is Susan Griffeths (her contact information and her phone call of November 5, 2001).
We would also obtain Letters of Authorization from each of our subscribers, as well as their payments of installation fees. Inside wiring will need to be done if it has not already been done.
Event: New Customer Questionnaire is accepted. Resubmit, as necessary, the Collocation Request Form, the Field Connection Point Request Form, and the Implementation Schedule.
Event: Quote is received. (Note that Service Interval Guide, page 105 says this should take 20 days or less.) Barring some surprise, we pay the quoted amount of money so that construction of the FCP may commence.
Event: FCP is constructed. (Note that SGAT says this should take 90 days or less.) We submit our first order for subloops, by fax. The order is based on which subscribers have paid the installation fee to the Coop. Qwest will ask for payment in advance, so we send in a check for the installations.
To pursue:
Opportunity For Earlier Ordering. CLECs now have an opportunity for Qwest to process your orders while your signed Interconnect Agreements are pending commission approval. Although internal system setup requirements have not changed, Qwest recognizes that an earlier start on implementation could result in an earlier finish, which equates to an opportunity for earlier ordering. Accomplished by Qwest teaming with you, earlier ordering (at the earliest possible time, possibly the onset of contract negotiations) to provide the information required for updating Qwest systems to accept live orders. Once accomplished, along with the execution of the appropriate legal documents, Qwest will implement you in the order in which the completed information was received. Although the amount of work to accept live orders is still the same, the opportunity to begin earlier should not be ignored, since it will allow for a CLEC to enter business in the earliest possible timeframe.
